Fallout New Vegas Glitch???? (xbox)?

so i started the game with 6 strength. i got the strength implant. so im a 7 now. i recently just got the weapons handling perk which drops the strength requirement down by 2, correct? well my guy has a plus 2 strength bonus for some reason. he has a 9. i did not drink anything to give me a boost nor am i wearing anything to give me a boost. this is the first time i used this perk. is it glitched to do this? .... because im fine with that i just wish i knew that so i could adjust accordingly
