How to delete android apps from PC?

I downloaded an app on my droid 2 and it glitched. Now my phone is just a black screen with the notification bar at the top. Restarting doesn't help and the app is not on the sd card. I can't access settings so I need a way to remove the app from my computer via usb connection. Thanks!
